Eduardo Ramos’ journey in education began when he was a student.

As a migrant farmworker and son of immigrant parents, he saw firsthand the opportunities that public education provided for all students. He went on to graduate Magna Cum Laude from St. Edward’s University with a double major in accounting and finance.

Ramos brings 28 years of experience, supervising several areas including school finance, construction, and maintenance and operations over his career.

He currently serves as the chief financial officer at Dallas ISD, overseeing a $1.9 billion budget. Before coming to Dallas ISD, Ramos served as the chief financial officer for Austin ISD, where he helped the district pass their historic $2.4 billion bond package in 2022.

He believes in striving for efficiencies in the district so limited budget dollars can be used to maximize student instruction. He also believes in servant leadership and promotes a positive, customer service mentality among the departments he supervises.

Ramos has served in various statewide boards including the TASB Risk Management Fund Board and the Texas Association of School Business Officials Board of Directors.

In his free time, he enjoys traveling with family, barbecuing in his backyard, and being a grandpa to his granddaughter.

Darlene Williams

Darlene Williams has served as the Treasurer of Dallas ISD since June 28, 1999, and has 36-years of combined accounting and finance experience, including her 26-year tenure with Dallas ISD. She also serves as the district’s Chief Investment Officer and oversees the school district’s $3.1 billion investment portfolio, $4.6 billion debt portfolio, and $1.8 billion in annual property tax collections.

Darlene graduated from the University of Houston with a Bachelor of Science in Business and Commerce with an Accounting Major. After graduation, she worked for Coopers & Lybrand (now PricewaterhouseCoopers, or PwC) in their Process Management Group, and left there to work for the DFW International Airport Board in their Finance department before landing at Dallas ISD.

She is a Certified Treasury Professional (CTP) and a Registered Texas School Business Administrator (RTSBA). In her capacity as a CTP, Darlene served on a panel of treasurers for the Association of Financial Professionals (AFP) to aid with the review and edit of the CTP certification manual, “The Essentials of Treasury Management, First Edition.”  In addition, Darlene was named to the “AFP 300” twice for her contributions to the field of treasury, selected by the AFP from a field of more than 10,000 CTPs. As an RTSBA, she served on the board of the local affiliate DFW TASBO as its Second Vice President, First Vice President and President.

Darlene is a servant leader and prioritizes the needs and growth of her team members to foster an environment of trust, empowerment, and ethical behavior. She encourages her Treasury Services team to perform at their highest levels to the benefit of the school district and its employees, students, and taxpayers.

Jordan Roberts is the Assistant Treasurer at the Dallas Independent School District (DISD), bringing over 20 years of experience in school finance and investment management. In addition to assisting with the district’s treasury operations, he also serves as an Investment Officer, playing a key role in managing and optimizing DISD’s financial resources.

A proud graduate of Dallas ISD, Jordan earned a Bachelor of Science in Business with a major in Finance from the University of Texas at Austin. Driven by a strong dedication to public education, Jordan applies financial expertise to advance the district's goal of delivering exceptional learning opportunities to its students.
